The opportunity

We are currently seeking a highly skilled Quality Compliance Manager to provide leadership and oversight across key Commercial Quality functions. This role plays a critical part in ensuring compliance with Health Canada requirements, global quality standards, and internal policies, while supporting a culture of continuous improvement and operational excellence.

The Quality Compliance Manager will lead teams responsible for Annual Product Review, product recalls, regulatory notifications, license management, change and vendor management, customer complaint support, and overall Commercial Quality compliance activities.

How you’ll spend your day

Leadership & Oversight

  • Lead the team responsible for Annual Product Review and importation-related activities.
  • Supervise and mentor direct reports, including performance management and coaching.

Compliance & Regulatory Activities

  • Oversee product recalls for the Canadian market.
  • Lead regulatory, customer, and self-inspections; conduct vendor audits.
  • Serve as the primary contact for Health Canada regarding product recalls, drug surveillance, and other quality-related notifications.
  • Coordinate Notification to Management (NTM) issuance and monitor the lifecycle of NTMs and gNTMs.
  • Support Quality Alignment and Market Action Committee meetings in accordance with applicable standards and policies.

Quality Systems & Continuous Improvement

  • Manage tracking, trending, and reporting of outstanding GMP observations and corrective actions from regulatory, global, customer, and internal audits.
  • Approve investigations, complaints, and CAPA extensions for Commercial Quality.
  • Review global policies and procedures, perform gap analyses, and lead remediation activities.
  • Assess regulatory and industry trends to determine impact on Teva Canada.
  • Facilitate knowledge transfer from Global Quality and external sources to local teams.

Vendor & Change Management

  • Evaluate change controls related to GxP manufacturers and suppliers.
  • Approve vendors in ERP systems.
  • Create and maintain service provider QTAs in accordance with procedures.

Operational Excellence

  • Manage KPI reporting as per applicable procedures.
  • Review and update compliance-related procedures for Commercial Quality.
  • Support maintenance and renewal of Teva Canada’s Establishment License as required.
  • Ensure adherence to EHS regulatory requirements and site policies.
  • Perform other related duties as assigned.

Your experience and qualifications

Required Education & Experience

  • Degree in Chemistry, Pharmaceutical Sciences, or a related scientific discipline from a recognized Canadian institution, or an equivalent accredited credential.
  • Minimum of ten (10+) years of experience in the pharmaceutical and/or biotechnology industry.
  • Strong background in pharmaceutical quality functions, including quality control, quality assurance, quality compliance, quality operations, and licensing activities aligned with Health Canada regulations (preferred).

Technical Skills

  • Proficient in Microsoft Excel, Word, PowerPoint, Access, and Microsoft Project.
  • Experience with ERP systems (SAP), LIMS, TrackWise, and Veeva.
  • Knowledge of importation requirements, GxPs applicable to Quality Operations and Compliance, and Establishment Licensing GxP regulations in Canada.

  • Strong project management capabilities.
  • Excellent interpersonal, analytical, and planning skills, with the ability to collaborate effectively across all levels of the organization and with regulatory authorities.
  • Strong influencing abilities and sound decision‑making strategies.
  • Proven ability to set goals, manage competing priorities, and adapt to shifting business needs while maintaining long‑term objectives.
  • Exceptional written and verbal communication skills.
  • Strong follow‑up, organization, and time‑management skills to ensure data is well‑structured and readily available for analysis and reporting.

Additional Requirements

  • Ability to travel within Canada to vendor sites (less than 10% annually), as required.
