Job Description

The Associate Director, Utilities oversees teams involved in the 24/7 plant operation and maintenance for various central utility systems and facility at TEVA, Irvine. He or She will be liaison person for regulatory inspections related to critical utilities.

•    Serve as the Engineering Technical leader supporting  the technical maintenance and engineering needs for GMP and Non GMP systems such as WFI, RO, Clean  Steam, Clean air, HVAC for clean room, Chillers, , Electrical systems, fire system, etc.
•    Ensure the 24/7 reliable operation of all utilities in order to support site operation.
•    Responsible to keep regulatory conditions of HVAC Clean Rooms and GMP utilities as well as the appropriate regulatory record of those utilities.
•    Responsible to maintain all lyophilization equipment including  refrigeration skids and vacuum systems through a preventative program as well as  emergency maintenance activities
•    Responsible for the Refrigerant Management Program according to EPA, CARB and SCAQMD. 
•    Responsible for Sustainability program working close with EHS, CAPEX and Global Engineering to identify, quantify savings and implement energy and water conservation projects and initiatives.
•    Manage deviations, investigations, change controls and CAPAs related to GMP operation and utility systems.
•    Responsible for Offices and Laboratories maintenance as well as contracted Facility work related to Housekeeping, Pest Control, Fire protection, Landscaping, etc.
•    Responsible for the Office space program and required office modifications.
•    Responsible for the utility/facility area budget and forecast process identifying cost savings initiatives.
•    Liaise with EHS on all aspect of the Safety, Environmental and Health program applicable to the area.
•    Participate in the Community of Practices (CoP) to expand technical network to improve system standards and specifications at the site as well as  providing strategic direction with long-term facility asset management
•    Participate in the capital projects related to the utility/facility area providing technical expertise when interfacing with A&E firms, Construction and vendors to ensure correct delivery, installation and functioning of assets.
•    Work with Procurement developing vendors and selection program.
•    Manage the Worker order through Enterprise Asset Management (EAM) through the different steps   (assign, review and closeout routine and non-routine work orders).  Periodically review EAM job plans and make changes as needed
•    Manage Kronos timekeeping, approve end of pay period timecards, enter and maintain record of vacation, sick, personal days
•    Responsible for people development p as part of the talent program and performance management process for all direct reports. 
•    Verify all direct reports keep up to date with compliance, GMP and safety training 


•    Bachelor’s degree in Mechanical or Electrical Engineering preferred. Equivalent combination of education/experience may be accepted in lieu of degree
•    12 + years’ experience in pharmaceutical facilities in a GLP/GMP environment and 8+ years previous supervisory/management experience required
•    A proven track record of successful facilities/utilities management leadership experiences as demonstrated by articulated results and accomplishments
•    In depth knowledge of OSHA regulations, and comfortable working with the FDA, EPA, township and local authorities required
•    Demonstrated business and financial acumen with a strong P&L understanding
•    Demonstrated ability to deal with people, supervise assigned personnel, and problem solving
