Position Summary
The incumbent is accountable for shaping, governing, and delivering the short, mid and long‑term performance of the Biologics Operational Unit within Teva’s External Manufacturing organization.
This is a key leadership role within the External Manufacturing organization, contributing to delivering short-term commitment while supporting pivot to growth ambition and delivering all the transformational initiatives needed to do so.
This leader leads a team of about 40 people which oversees a multi‑CMO / BD portfolio (>12 external partners, >8 products, >180 SKUs, revenue contribution >$1.2bn), ensuring reliable supply, strategic capacity, cost competitiveness, and compliance across the value chain.
This role will manage the Biologics SRTs (Supplier Relationship Teams), responsible for Drug Substance CMOs and Drug Product CMOs while harmonizing management processes and driving standardization and best practices. This role will also support licensing partners, where applicable, and participate in all new business development initiatives related to biosimilars.
The positon can be located in New Jersey, US, Haarlem Netherlands or Tel Aviv Israel.
Key Responsibilities
Products Portfolio Leadership & Strategy
- Own the end‑to‑end Biologics Portfolio of external manufacturing partners across DS, DP, packaging, or device/combination networks.
- Lead CMO footprint optimization: scenario planning, network shaping, make‑vs‑buy analysis, dual‑sourcing strategies, and long‑term capacity planning.
- Align CMO footprint and sourcing strategy for Biologics Portfolio with ExM and TGO growth plans, product pipeline, lifecycle shifts, and market expansion.
- Ensure strategic continuity across CMOs, including capital investment planning, technology readiness, and scalability.
Governance & Performance Management
- Establish operational governance required to ensure the expected performance is delivered, including internal weekly and monthly performance reviews, as well as Quarterly Business Reviews (QBRs) and Executive Steering Committees with CMOs.
- Drive performance improvements across the portfolio using standardized KPIs, dashboards, and leading indicators.
- Ensure operational discipline, including batch execution, yield performance, cycle times, technical issue resolution, and adherence to the supply plan.
Supply Assurance & Operations Excellence
- Oversee execution across the portfolio to assure uninterrupted supply.
- Lead cross‑CMO initiatives to harmonize processes, technology transfers, and operational excellence programs.
- Ensure strong collaboration with Quality, Tech Ops, Supply Chain, and Procurement for integrated operational delivery.
Quality, Compliance & Regulatory Interface
- Maintain oversight of cGMP compliance across all CMOs within the portfolio.
- Support regulatory submissions, inspections, and remediation activities.
- Drive quality culture and enhance operational maturity levels in external operations.
Contract, Cost & Productivity Management
- Partner with Procurement on contract frameworks, performance clauses, service levels, and risk‑sharing mechanisms.
- Own OpEx budgets and drive COGS improvements, yield performance, and cost‑to‑serve reductions.
- Identify productivity opportunities across the network—process optimization, throughput improvements, labor efficiency, and supply chain simplification.
Operational Unit and CMO portfolio Risk Management
- Create and maintain a portfolio risk heat map including:
- supply risk
- compliance risk
- capacity and scalability constraints
- geopolitical or single‑source exposure
- financial viability of CMOs
- Lead proactive mitigation plans: dual/multi‑sourcing, redundancy strategies, safety‑stock optimization, capacity buffering, and business continuity planning.
- Ensure rapid escalation and executive alignment on critical risks or supply disruptions.
Leadership & Stakeholder Engagement
- Lead, develop, and mentor a team of External Manufacturing Leads / Site Relationship Managers.
- Act as one of the senior point of contact for CMO leadership teams and internal cross‑functional executives.
- Represent external manufacturing in enterprise governance: S&OP, Portfolio Review, Risk Councils, and Supply Leadership Teams.
More specifically, the incumbent will have 5-7 direct reports and an overall team of 40+ employees and will be expected to:

Supply & Operations
- OTIF (On‑Time In‑Full) – Portfolio target (e.g., >98%).
- Adherence to Master Production Schedule – Weekly & monthly performance.
- Cycle Time Performance – Relative to agreed standards and continuous improvement targets.
- Batch Success Rate / Right‑First‑Time.
- Yield Performance – Actual vs. standard and year‑over‑year improvement.
Quality & Compliance
- Deviation, CAPA, and complaint trends.
- Audit outcomes – Regulatory and internal.
- Quality KPIs such as OOS, OOT, RFT, batch record cycle time.
Cost & Productivity
- Cost‑of‑Goods Sold (COGS) improvement year‑over‑year.
- OpEx performance vs. budget.
- Savings delivered through productivity or procurement initiatives.
- Cost‑to‑Serve reduction across the CMO network.
Your Skills and Experience
Education
- Bachelor’s or Master’s degree in Engineering, Chemistry, Pharmacy, Biotechnology, or related field.
- MBA, MSc, or advanced technical degree preferred.
Experience

- 15+ years in biopharma manufacturing, supply operations, or related fields, including 10+ years in Biologics manufacturing (CMO and customer organizations)
- Significant leadership experience managing external manufacturing / CMO networks.
- Proven strategic and operational leadership in a highly regulated environment.
- Demonstrated track record of managing critical CMOs portfolios and delivering transformation.
